After several requests for help, and successful troubleshooting, this is what we have learned:

1: The NFIRS 4.1 software will not create a master file if the system date is 2000 and the incident dates are 1999.
2: The NFIRS 4.1 software will still create a master file using 1999 incidents if the system data is 1999.
3: The NFIRS 4.1 software will create a master file using 2000 incidents when the system date is 2000.
4: Setting back your system clock to 1999 is a "work-around" to processing your 1999 incidents.
